I thought I had everything configured correctly but I get this message on both the public and admin pages.
Any idea's?

It could be web server issue.
Try this link http://domain.com/[your_kb_installation]/index.php

I believe you are on windows with IIS, adjust it to serve index.php as default page
when request directory.
http://domain.com/kb/ -> http://domain.com/kb/index.php

Thanks, I am using IIS and I made a couple of changes and now I get this when going to the admin page
Warning: session_start() [function.session-start]: open(C:\DOCUME~1\Eric\LOCALS~1\Temp\php\session\sess_f3ki781m407udt9mv60qnki220, O_RDWR) failed: Permission denied (13) in C:\Inetpub\wwwroot\kbbase\admin\index.php on line 18

And I get HTTP 500 error for the public page. I ahve other intranet sites that I am running from the same server that are still working but I must be missing something for this one. As you probably suspect, I am not a webpage developer by trade but I seem to have followed all the instructions, as far as I can tell.
I tried using the Wizard instead of manual installation but it came to a stop after the EULA page and gave me the same HTTP 500 error.

Make sure your web server supports sessions.
Make sure GD installed with PHP.

Create a php file with lines
<?php
phpinfo();
?>
place somewhere on server and run it in your browser it will give you some information.
